Kage are the strongest shinobi of their villages and their rulers. In the world of Naruto, there are five Great Hidden Villages, and each has its own Kage: Hokage, Kazekage, Mizukage, Raikage, and Tsuchikage. They decide the fates of entire countries, and at the Five Kage Summit, they determine whether there will be peace or war. Briefly. Kage ("Shadow") is the highest title of a hidden shinobi village. The strongest and most worthy becomes Kage, and only five villages — Leaf, Sand, Mist, Cloud, and Stone — have the right to bear this title.

Who are the Kage

The title of Kage is held by the head of a Great Hidden Village — typically, its strongest shinobi. He is responsible for the village's security, assigns missions, and represents his country in negotiations. When a common threat looms over the world, the Kage gather together at the Five Kage Summit to make a decision jointly.

Hokage — Shadows of Fire

Kazekage — Shadows of the Wind

Kazekage rule Suna in the Land of Wind, where puppeteers and sand combat masters are valued.

• Third Kazekage — the strongest in the village's history, wielder of the Magnet Release.

• Rasa, the Fourth Kazekage — Gaara's father, who sealed the One-Tail in his son.

Mizukage — Shadows of Water

Mizukage rule Kirigakure, a village with the grim reputation of the "Bloody Mist."

• Mei Terumi, the Fifth Mizukage — she who ended the era of bloodshed and wields two Kekkei Genkai.

Raikage — Shadows of Lightning

Raikage rule Kumogakure in the Land of Lightning, famed for the power and speed of its fighters.

• Ōnoki, the Third Tsuchikage — the oldest of the Kage of his era, wielding the Dust element.

The Strongest Kage

Standing apart are the Kage legends, whose power went down in history. The First Hokage Hashirama Senju was considered the "God of Shinobi", and his eternal rival Madara Uchiha was so strong that he could single-handedly fight against five Kage at once.
