Rasa is a person of duty and utilitarian thinking, for whom the well-being of the village always comes above personal feelings. He deeply cares for Sunagakure and is willing to make any sacrifices for its survival, including an alliance with the most dangerous criminal Orochimaru and sending his own subordinates to certain death. As a leader he is pragmatic to the point of cruelty: he evaluates everything from the point of view of 'value' — not coincidentally his power is linked to golden sand. This trait makes him a cold and calculating father: he sees in his son Gaara not so much a child as a weapon, an experiment. When Gaara begins to lose control over Shukaku and threatens the villagers, Rasa without hesitation decides to eliminate him, although inside he is torn between paternal duty and the obligations of Kazekage. He sets up a brutal test with Yashamaru to finally confirm the son's uselessness, and after six failed assassination attempts he still gives Gaara another chance when the latter begins to better control his powers. Rasa loved his wife Karura and his children, but this love was always suppressed by the sense of responsibility to the village. He is used to weighing and evaluating everything, and even death does not immediately change his nature — only later, having been resurrected, he realizes that the true value of a father lies not in the usefulness of the child, but in simple trust.
