Yagura was distinguished by his emphasized formality and diplomacy; he knew how to carry himself with dignity and speak on behalf of everyone. At the same time, he easily lost his temper when he was touched to the quick — especially if someone doubted his age or achievements. He was extremely proud of having become the Fourth Mizukage and considered himself an outstanding person. In conversation, he was talkative and even curious, and could ask unexpected and pointed questions. Behind his external restraint lay a hot-tempered and arrogant nature. Under the influence of Tobi's genjutsu, his personality became distorted, and he turned into a cruel tyrant who tolerated not the slightest disobedience. He punished traitors without hesitation and kept the village in fear, earning a reputation as a bloodthirsty ruler. In battle, he acted ruthlessly and decisively, giving no quarter to his enemies. However, deep down, he remained loyal to his old principles and, once freed from control, once again became what he was — a proud but just leader.

Yagura relies on techniques tied to his status as the jinchuriki of the Three-Tails, but even in his base state he is capable of creating coral through Coral Palm: on any surface, including the enemy's body, hard coral growths rapidly sprout, restricting movement. His Water Mirror forms a plane from which an exact reflection of the attacking opponent materializes, replicating their own technique. The reflected strike collides with the original and neutralizes it, after which both dissipate into water. He also masterfully uses the Water element, spinning streams of water into attacking vortexes directly from the air, and when necessary employs the Wind element to disperse thick fog with a single sharp gust.
