During the mental link with Naruto, he openly speaks of Hotaru, regrets how everything turned out, and thanks for being listened to—this shows his inner depth and capacity for reflection. He remembers his oath not to rely on the power of the tailed beasts, but the war forces him to break it. When Naruto enters the united consciousness of the tailed beasts, Utakata (together with Saiken) calmly introduces himself and says that they promised Son Goku to convey something important to Naruto—this shows that he has not lost either his reason or his memory.
