Jugo has an innate ability to understand the language of animals and communicate with them. He can send birds over long distances for reconnaissance and gathering information, after which they return and relay the information to him. This ability does not require seals or chakra expenditure and is part of his nature, presumably as a member of a clan connected to senjutsu. It allows him to establish contact with animals and use them to observe the surroundings.
