Fuguki Suikazan was a ruthless and pragmatic leader who prioritized the safety of classified information above the lives of his own subordinates. He preached to Kisame that one could make any sacrifice to protect the village's codes, including killing comrades. Behind this harsh philosophy lay hypocrisy: Fuguki himself secretly traded intelligence with enemies, betraying the village he swore to serve. He was extremely cunning and cautious, and even Obito Uchiha noted his perceptiveness. However, at the moment of exposure, Fuguki showed carelessness, allowing Kisame to catch him off guard. In battle, he relied on brute force, his enormous height, and unique abilities, not shying away from silent killings. He was merciless toward enemies and did not hesitate to engage superior forces. Despite his cruelty, he was devoted to the idea of the "Bloody Mist" and carried out secret missions for its prosperity for decades. His duplicity proved fatal: Kisame, upon learning of the betrayal, finished him off, considering such behavior unworthy. Fuguki was forever remembered as one of the strongest swordsmen, whose career was cut short by his own greed.

Fuguki uses the "Hair Senbon Needles" technique, reinforcing strands of his hair with chakra and shooting them like metal senbon over a considerable distance, hitting multiple targets at once. This attack turns his head into a rapid-fire battery, and his supply of "ammunition" is practically unlimited. He also uses an extended version of the technique, lengthening and sharpening his hair to resemble spears to pierce enemies through. He masterfully wields Silent Killing — a technique of stealthy movement in the mist and instant elimination of a target, which is especially deadly in combination with his abilities. He has not demonstrated any elemental techniques or hand seals, relying entirely on his body and sword.
