Kinoe is the product of the cruel "Root" system: he is emotionless, disciplined, and unconditionally follows Danzo's orders. He has no memory of his past, family, or real name, so his entire identity is built around missions and service. He rarely speaks, does not complain, and does not ask questions. However, deep inside him lies a suppressed humanity. During his meeting with Yukimi of the Iburi clan, he experiences attachment for the first time and even chooses himself the name "Tenzö," given by the girl. He begins to doubt Danzo's methods, especially when he receives an order to kill Kakashi—a person who spared him. In the conflict with Kakashi, Kinoe shows stubbornness and distrust, but ultimately acknowledges Kakashi's rightness and refuses to kill his friend. He is capable of compassion: he gives the antidote to the poisoned Kakashi and helps Yukimi. Despite his outward coldness, a rebellion against the inhumanity of "Root" brews inside him, which ultimately leads to his departure.
