Ibiki is a strict, harsh, and even frightening person whom Kakashi calls a sadist. He believes that pain is an effective means of communication and uses this in his work as head of the interrogation department. His mental fortitude is phenomenal: even after the most severe tortures he never revealed information to the enemy. At the same time he is not devoid of a sense of humor and a more relaxed side: he smiled at the fact that he had passed on the exam the one who answered no questions (Naruto), and he allowed Kankuro to bring a puppet, although he immediately understood everything. He can be reasonable — for example, he agreed to wait two days for the delivery of roasted pork for Karin just so she would start talking. Ibiki does not yield to pitiful stories and maintains a strict, businesslike manner during interrogations. At the same time he feels sympathy for Naruto because of his energy and ability to inspire confidence in others. In battle he is cold-blooded and ready to sacrifice himself to let his comrades escape. His greatest fear in childhood was Orochimaru, whom he considered 'not a human in human form'.

Ibiki possesses the summoning technique. He summons various torture devices, such as the iron maiden and the torture chamber. Some of these summons work on the principle of 'double-edged blade' — the summoner receives the same pain as the victim. He also uses the 'shrimp torture' technique and the summons 'Execution Chamber'. His ninjutsu style is not intended for direct combat, but rather for interrogation and subduing the opponent through pain and psychological pressure. He does not demonstrate any other elemental techniques.
